Yes, it's legal. I just tested it(calling it "DW OU") on The Pokemon Database Showdown! server, and it let me search for a battle.

yes but it needs to be a girl feraligatr that was sheer force. Then breed it with something that has dragon dance and your totodile will have dragon dance and a chance to have sheer force.
