Simple answer is no. Its not legendary.
Reasons:
- It can breed
- Stats are too low
- Not at the end of a regional pokedex
- Its not in the undiscovered egg group
- Its in the medium fast experience group
- Can be found regularly in the dream world
Trying to find more reasons now but these are all I found as of now.
