I would think so.
Exhibit A: Compare X and Y to Red and Blue. X and Y can be viewed in 3-D, while Red and Blue aren't even in color.
Exhibit B: In more modern games, if you live in the US, you can trade with someone in Japan!
Last I checked, I don't think earlier games could do that.
Exhibit C: Less glitch Pokemon. Compare the many glitch Pokemon of Red, Blue, Green and Yellow to the around 3 glitches of Black 2 and white 2.
And Exhibit D: Many glitches in Red and Blue could glitch your game, if not worse. But in Black, White, Black 2 and White 2, a few glitches include walking through rocks and cabinets that aren't really there. Not that serious, unless you have a phobia of ghost rocks and cabinets.
So, games and their tech are definetly improving
