What the best way to train mewtwo?

I want to train mewtwo in special attack and speed. I have been attacking helpess psyduck in the ilex forest, but it is taking forever. I managed to get two level ups from that the first one he gained 32 S.attack, but the second one 4. I know why but where should I train for speed.

For EV training in Speed, try Diglett Cave, Bell Tower, or Sprout Tower. I assume this is HG or SS.
