Where can you buy earthquake tms in emerald?

I heard you can get them in the battle frontier, but I checked and they don't sell tms

Earthquake (TM26) can be obtained by the following means:

• Seafloor Cavern
• Pickup (have a Pokemon with the ability pickup, and they can find the TM; the main problem is that getting Earthquake is rare and unlikely).

Most Pokemon games have only one Earthquake TM per game. You can't get one from the Battle Frontier.
