Advance breeding for Shroomish?

In Emerald, lets say I want to start train a Shroomish at level 5 with Spore and Giga Drain. Due to the fact that Breloom can only learn these moves during a pre-evolutionary state which means a minimum of a level 54 Shroomish to be breed. Is it possible that if I breed a level 54 male Shroomish and a level 54 female Shroomish to get a baby Shroomish that will have those moves when birth?

The answer is yes. According to the on-site breeding guide here, level-up moves known by both parents will be passed on to their offspring.
