If iv checker says two stats are can't be better did I hatch a double flawless Pokemon?

The iv checker said exactly it's best potential lies in Sp. Atk. and then said it's speed is good as well, and finally said "it can't be better in that regard". The iv checker i'm referring to is the one in the gear station.

It means that both IVs of the Pokémon (Sp. Atk and Speed) are 31 or somewhere near 31.
