Can you get a female Eevee from Bill?

I want a female Espeon , Umbreon, Vaporeon, Leafeon, and Glaceon. I just want Flareon and Jolteon to be male.

Yes, yes you can. Since all female Eevees are rare to find, you'd have to get lucky or soft restart right before you talk to him.

Yes in my Soulsilver I got a girl and evolved it into Leafeon. :)
