I ve hve got a chansey but I don't know how many happiness it needs to evolve.
Just Keep it in your party for along time. Happiness grows by Steps. So Just Keep it in your party and go up and down(cycling road is great)and all around and eventually it will evolve after its at Max Happiness and Lvls Up.
