He has the stats to be considered one. He has actually better stats than all of the others (Garchomp , Salamence , Dragonite, Tyranitar, Metagross).

Pseudo-legendary is used to refer to any Pokémon that has a three-stage evolution line, 1,250,000 experience at level 100, and a base stat total of exactly 600. Slaking is above.

Additionally, Truant means he can only make one move every two turns which destroys all his usability since an opponent can combine protect + an attacking move to completely destroy Slaking.

Yes... it is because of Traunt. It's probably the worst ability ever in the entire metagame. Slaking would be Ubers without that ability.
Well, pseudo legendaries aren't judged by abilities, they are judged by the stats, immunities and evolution
Pseudo Legendary Pokemon are noted for being stronger than most other normal Pokemon. Slaking isn't, because its ability completely cripples it. Notice how all the Pseudo Legendaries are or have been used by E4/ Champions (Hydreigon is used by Ghetsis), whereas Slaking has only been used by a gym leader (Norman).

Truant has absolutely nothing to do with why he isn't Psuedo. Also, being used by E4/Champions doesn't define what is a Psuedo and what isn't, that's just a coincidence.

they also have to have double types
Traunt can be easily taken away by gastro acid (in double/triple battles) or by hitting another pokemon with the ability mummy. But yeah, the other points you mentioned I agree with.
Kod's answer is correct but there is one other thing:Pseudo legendaries should have two types,which slaking doesn't.

As for removing Truant, that doesn't make Slaking suck any less, as there is no way to remove it without going through a ton of hurt. Double Battles you are using up that turn for Gastro Acid. So one Pokemon is effectively useless that turn. Well even more useless then what all Gastro Acid users besides Amoonguss already are. That Amoonguss is then giving up its moveslot for that Gastro Acid. Meanwhile, the foe is going to focus down Slaking, which is going to be pretty easy to do. So in Doubles, Slaking is far more trouble than it is worth.

Now for the Cofagrigus, Mummy, Slaking switch in, Pursuit trick, that's also gimmicky as hell and completely useless. First off, you're having to make Cofagrigus take a physical hit. And then switch out right away. So not only are you damaging Cofagrigus, but you're also risking a lot of health from Slaking with the switch in. Of course your opponent can then switch out right away after getting Mummied. Then Slaking won't be able to pull off Pursuit. Even if you do manage to successfully pull it off, what does that leave you? A damaged Slaking that won't be able to switch out without getting back Truant.

It would be OP without Truant, it would have to go Ubers.
FACT: Slaking has the same stat total as Regigigas, and they both have abilities that restrict power. But squeeze in some Gastro Acid (removes ability's affect) and BAM! Everything  is dead, but it only works in 2 on 2s.
Gastro Acid also has some use in single battles, as it can negate any skill, aside from Multi-type, and Stance Change, although the latter could be due to the fact that steel types are immune to poison type attacks, but perhaps not, since all other moves that modify skills do not effect it it, not even role play and trace can give the use/holder the ability.
Mega Slaking should have no stat changes, but it has Traunt changed out for some other ability that's actually useful..
So, what ability would you give a Mega Slaking?

And, Shiny Metagross, Goodrea is a pure dragon, and yet is classified as a "pseudo legendary".
Probably Vital Spirit or Mold Breaker.

Or if we want the mindset that was probably there when Mega Rayquaza was made, Huge Power!1!1!

I really don't like the term "pseudo legendary" anyways. I understand that it has to be Pokemon that are not considered legendary, but the requirements seem a bit arbitrary to me, particularly the requirements that it must have 1.25 million EXP at level 100, and a base stat total of exactly 600, in addition to the thing about having three evolutionary stages.

However, the thing that cripples Slaking is Truant, and that alone is enough to cripple him, which means you need another Pokemon that is able to remove or change that ability. Worry seed, Entrainment (the opposite of Role Play, and Simple Beam will not work for this, so you will need to use Skill Swap, Gastro Acid, or the ability, Mummy, to realize this beast's full potential, which pretty much limits its usefulness to double/triple battles, unless you were to able to give it pursuit, and use it on someone who leads with a Confagruis/Yamask. No wonder he wasn't given a mega evolution, If you were somehow able to get Huge Power or Pure Power on a slaking, he would be a force to be reckoned with, with a possible max attack of 2,760, (+6 attack, and huge/pure power boost).
