Is Wide Lens really worth it?

I am currently playing through Soul Silver with a Jolteon on my team, but she really doesn't learn any good moves until super late game. So I was thinking about buying a Wide Lens from the Game Corner and teach it Thunder, but with Wide Lens only raising accuracy by 10%, I don't know if it is worth it.

Wide Lens increases the accuracy of Thunder from a measly 70 to a still-measly 77. Not even Stone Edge level. Thunderbolt > Thunder so use that (TM 24).
Using Wide Lens as an item would be acceptable if you had it, since there aren't really alot of good items anyway, but since you need to get the item and spend time/money on it, no point.
