Rest or Substitute for Kingdra?

I was thinking about using a kingdra as a special sweeper, and I have most of the moveset down, but I can't decide on whether I should use rest or substitute for the 4th move. Here's what I have now:

Kingdra @ Chesto Berry if I use Rest, Leftovers if I use Substitute

Ability: Swift Swim (I plan on using him in rain-based teams)

EVS: 4 HP, 252 Sp. Atk, 252 Speed

Nature: Mild

-Ice Beam
-Hydro Pump
-Dragon Pulse
-Rest/Substitute

I recommend Rest if you have a Chesto / Lum Berry.
I recommend Substitute if you have other strategies that will work with it like Spikes or Focus Punch. (Leftovers?)

Most Kingdras also have Rest because having enough HP is going to be crucial against something with Defenses and a good Attack/Sp. Attack.
