Are Mega Charizard X / Mega Mewtwo X available in Y?

So can you get Mega Charizard X / Mega Mewtwo X in Pokemon Y and the other way round?

They are not available in normal gameplay, because the mega evolutions depend on the mega stones. In X you get Charizardite X and Mewtwonite X, and in Y you get the Y versions of the stones.

However, it is possible to trade the stones, so if you have a friend with X they can trade you Charizardite X and get Mega Charizard X in Pokemon Y.
