Can Sliggo evolve via rare candy?

I believe this guy evolves at level 50 in the rain. An I go to a rainy route and give my level 49 Sliggo a rare candy?

Yes, I just did it as it was raining in a town and with no tall grass I had to use a rare candy and it evolved.
