I found a flabebe but its flower is color BLUE. Is it a glitch or a shiny?

The color of flabebe's flower changes depending on where you catch it. The flower color depends on the color of the flower patch that you catch it in. So, because the flower patch that you caught the flabebe in was blue, the flower that the flabebe holds is blue.
