Is it possible to obtain a Gogoat in Pokemon X?

I know it's not very powerful but I still like it...
Do I need to hack?

Skiddo, which evolves into Gogoat, apparently can be found on route 5, but it is pretty rare. Expect to run into lots of other Pokemon before you find a Skiddo.

Skiddo evolves into Gogoat at Level 32.
