Why aren't there as many move tutors as there was in Black and White 2?

Tutors seem to be an "after thought" for most games.

D/P didn't have any tutors, which were the first Gen IV games. Pt/HGSS had tutors, which were the later games.

BW didn't have any tutors, which were the first Gen V games. Then B2W2 had tutors, which were the later games.

I suspect that any later Gen VI games will have move tutors, but that's just an assumption.
