As of Generation 8, Barraskewda now holds the crown. With a Speed boosting Nature, a Choice Scarf, Swift Swim in rain, perfect Speed IVs, and 252 EVs in Speed, Barraskewda can reach a whopping 1224 Speed, which can be boosted even more with moves like Agility and Acupressure.

Floatzel.
Floatzel's base speed is 115, which is 361 with maximum investment a positive nature. Under rain, his ability Swift Swim activates, doubling it to 722, and with a choice scarf that is further increased to a whopping 1083 speed.
The next fastest is Luvdisc. :>

Floatzel is our champion. It has the same base speed as Starmie (115 base speed), which it is tied with as the fastest water type. But what sets it apart is that it gets Swift Swim, which doubles its speed in rain, thus making it twice as fast as Starmie.

361 (Base Speed 252 EVs, + Speed Nature, 31 IVs) 2 (Swift Swim boost) = 722
722
1.5 (Choice Scarf boost) = 1083

So it will have 1083 base speed with all the boosts applied. c:

Well, the fastest Water Type Pokemon that knows Swift Swim is Floatzel, with a Base Movement Speed of 115, or a maximum speed (Jolly, 31 IVs, 252 EVs) of 361. This doubles to 722 in rain, which is ridiculous. With a choice scarf, this increases by 50% to 1083 Speed, so it can outspeed anything.
