In B/W 1, how and where can I get the pokéradar?

You cannot get pokeradar in B/W, simple as that. Sorry.

Unfortunately you cannot get the Poké Rader in any of the Generation 5 Games (B/W/B2/W2.)

The Poké Radar is only available in the Generation 4 and the Generation 6 Games.
