I don't think there is one that has tiers and suggested movesets. Most Pokemon apps are either cheat lists or pokedexes.
The best looking pokedex app (in my opinion) is "AAA Pokedex", although I haven't installed any of them.
I just saw a free one called "Dex, a Pokemon browser" which interestingly uses some of my design elements from Pokemon Database (e.g. the type icons). Looks decent for a free app though.
