Yes you can get the DNA Splicers in Pokémon X and Y.
First get a Kyurem in your party and fly to Kiloude City. In the north-western most house in Kiloude City, you will find this girl who wants to see a Kyurem. Talk to her with Kyurem in your party and she will give you the special DNA Splicers item. This item is a key item that can fuse Kyurem with either Zekrom or Reshiram to create Black Kyurem or White Kyurem respectively.
