Where can you teach Shaymin earthpower in Pokemon X & Y?

I know you have to do it form a move tutor, but which move tutor and where?

Unfortunately, there is no move tutors that teach Shaymin the move only way to teach it that move you would have to migrate a Shaymin from W2/B2 and teach it Earth Power from there
