Capturing Pokemon in Safari Zone?

...is it easier to catch lower-level Pokémon since they have less HP?

Pokemon is right, it is a percentage of the remaining HP, because the forumla has HPmax-HPcurrent on the top and then divides by HPmax. (Try putting some sample numbers into the forumla and see.)

So it doesn't matter if they are high level or low level.

No, unless you are using a nest ball.It is more like percentage formula not the exact hp

It isn't about %. It's about number. And, using Nest Balls in Safari Zone would be interesting...O_o
