Why can't I find Larvitar in HG/SS Safari Zone?

so I got the mountain zone as a starting area for the safari zone and I was looking for larvitar for about 30 minutes and havent seen one so I was wondering if I need to complete the owner test before I can find one or I'm just unlucky

Larvitar is a default encounter in the Mountain area, with a 10% chance of appearing in the morning and day. It cannot appear at night.

If you're not finding it, you're either playing at night, getting unlucky, or are in the wrong area. Confirm you're not in the Peak area, which looks similar but does not have Larvitar as an encounter.
