What would happen with solarbeam in this scenario?

lets say I make a Pokemon A use solarbeam in a double battle without the sun and Pokemon A is faster than Pokemon B and Pokemon B uses volt switch to change into a groudon with drought would solarbeam activate in the instance groudon come out?

No if you use Solar Beam first turn, and your opponent uses Volt Switch and they switch in a Pokémon who has Drought, Solar Beam will not activate the second the Pokémon that has Drought switches in, if the Pokémon that uses Solar Beam moves first.

wait i saw the video again rotom was faster than venusaur so thats why it activated i asked if the pokemon with solarbeam was faster than the volt switch pokemon
