This should be Deoxy-S
With a base 180 speed, access to Stealth Rock and Spikes, it is the fastest hazard setter as well as the fastest Pokemon overall

Wait up, Deoxys may be the fastest user of entry hazards, but there's a Pokemon which can set up entry hazards faster

I'm talking about Klefki!

With Prankster and Spikes, Klefki can set up entry hazards WITH +1 PRIORITY.
And with klefki resisted or neutral to all priority moves, this is essentially a guaranteed layer of spikes. It's bulk and fairy steel typing are impressive as well. It is likely that it will get multiple layers up.

TL:DR: Klefki isn't "fast" but it is the fastest hazards user thanks to Prankster

Forretress is the fastest (and only one besides Omastar) Pokemon that learns all three hazards (Spikes, Toxic Spikes, Stealth Rock.) It is also the fastest one to learn Toxic Spikes and Stealth Rock.

Skarmory is the fastest Pokemon to learn Spikes and Stealth Rock.

Scolipede is the fastest Pokemon that learns Toxic Spikes.

Deoxys Speed would be the fastest Pokemon to learn them all, but besides an Ubers mon.. Dugtrio is the fastest to learn Stealth Rocks.

Scolipede is that fastest to learn Spikes and Toxic Spikes.

Accelgor is the fastest Pokemon to learn Spikes.

Aerodactyl is the fastest to stealth rocks, and there are 4 entry hazards, not 3: Stealth Rock, Spikes, Toxic Spikes and Sticky Web. Also, why have you put Scolipede in twice?
