In HG/SS PT/D/P, Endeavor was a move that cuts your opponents HP to equal your HP, but now in B/W, Endeavor is a move that gains power if the users HP is lower than the foes. Why is that?

I don't know where you saw that but Endeavor hasn't changed in Black/White. It still cuts the opponent's HP to equal the user's.

In some ways you could say it's more powerful if the user's HP is lower than the foe's, because the bigger the difference between HP then the more HP the foe will lose.
