Just as the question suggests, is Sigilyph a good sweeper? The only movesets that he uses in competitive is the cosmic power, psycho shift move set.Is he viable as a sweeper? BTW this is for my ingame team in B2W2. Thanks in advance!

Sigilyph can sweep, but it needs to set up enough Cosmic Powers to do so with Stored Power. Sigilyph is rarely be Life Orbed, even with Magic Guard, due to how frail it is and being outclassed by Alakazam. If you really want, you can run a similar set to Clefable:

EVs: 252 HP, 252 Sp. Atk, 4 Def
Nature: Modest
- Cosmic Power
- Roost
- Air Slash
- Stored Power

The best way to use Sigilyph as a sweeper is to spam stat boosts. It could probably run a Tinted Lens set, but to be honest Magic Guard is far superior as an ability.

I mean is it good to sweep with moves other than cosmic power? Like psychic,air slash etc.
Well that's kinda what the Life Orb Magic Guard set was. Otherwise, no. It has to spam stat boosts to be a decent sweeper. You could slap a scarf on it and give it Tinted Lens, but that's not using it to its full potential.
Sigilyph is frail??? Compared to talonflame it looks bulky to ne as well as alakazam and tinted lens is a great ability as it allows sigilyph to stay in on common switchins,and sweep better. Slower steel types like heatran and skarmory will think twice about switching in on a psychic/shock or airslash. Remember 72/80/80 isnt bad for a sweeper. I would experiment with it and see what works best for you. I used to be like you asking other people for advice on movsets but you learn the most by battling practice with sigilyph on Pokemon showdown and see how much you like it.
