Can I find a Lucky Egg in SoulSilver or Emerald???

Real valuble item that I would like to use in SS or Emerald.

The item can be found in Emerald and SoulSilver, held by wild Chansey. The problem is that wild Chansey have the item 5% of the time. Look at this:

Wow, this is an amazing item! Ive heard of it once or twice before, but never really looked into it.
So, all you do is keep catching wild Chanseys and it may be holding it? Or will breeding work as well?
