My brother is training one and I would like to train a counter so that I can win against him.

What kind, if it is the Will-O-wisp set, then I will answer. If it is the attackive set, then just hide this question and use that Bisharp I told you about in the other answer!!!
Man relax! Any pokemon can be countered by hitting it's weak spot.

There isn't really one counter to Mega Gengar. Due to Shadow Tag, you can't switch freely, and lets face it, you'll most likely lose one or two Pokemon at least to Mega-Ggengar before you can take it out. There are a few ideas, but all of them involve some amount of luck/ timing.

Chandelure @ Choice Scarf
Ability: Infiltrator
EVs: 252 Sp. Atk, 252 Speed, 4 HP
Nature: Timid/ Modest
- Shadow Ball
- Fire Blast
- Energy Ball
- Trick

Scarf Chandelure will outspeed Mega-Gengar for sure, even with Modest nature, but cannot switch in to it safely, so it has to Revenge kill. Infiltrator will by pass Substitute and OHKO Gengar with Shadow Ball. Chandelure is more viable over wifi, as it's not Uber tier material on Showdown.

Bisharp @ Life Orb/ Lum Berry
Ability: Defiant
EVs: 252 Atk, 204 Speed, 52 HP
Nature: Adamant
- Knock Off
- Iron Head
- Sucker Punch
- Swords Dance

While Bisharp doesn't outspeed Mega-Gengar, it's resistant and immune to Gengar's two STABs respectively. Mega-Gengar usually carries Substitute, and more often than not either Disable or Perish Song, meaning it frequently forfeits Focus Blast coverage. Bisharp still can't tank any special hits, but at least it's resistant to Shadow Ball and can break the Substitute.

Mega-Mewtwo Y can't switch in safely to Gengar or break its Substitute without fainting, but it can OHKO Gengar with Psychic if it's not behind a Substitute and deal it with it that way. Problem is that Mewtwo can't be bred, so you have to get lucky and get a perfect speed IV (though all legendaries in X&Y have 3 perfect random IVs when caught).

So the problem with Mega-Gengar is that it packs Disbale. However, it loses Levitate meaning T-Tar can use Earthquake or Crunch to OHKO it. Sand Stream also gives some nice residual damage to Gengar, in addition to allowing T-Tar to take a Dazzling Gleam before dealing out damage.

Seriously? Diggersby? It's not as stupid as you think. But - this will only work if you face a stalling Gengar that only has Shadow Ball. Disable could really mess you up if Diggersby is choiced and Gengar is behind a substitute, so you could run an Agility Life Orb set instead.

One unboosted Bullet Bunch will manage to cut Gengar's Health in half, and Mega-Gengar has no reliable method of recovery except Rest. If Disable gets you, Pursuit is the other move you can use on Gengar. Scizor can't break Substitute, but it can Pursuit trap Gengar should your opponent choose to switch out.

So as you can see there isn't one answer to Mega-Gengar. It's got high speed and advantageous typing, meaning its immune to most priority moves. There are pretty much no safe switch ins to Mega-Gengar.

I never said to use Trick on Mega-Gengar. That wasn't the point of putting Trick on Chandelure. Its to use it to mess up other Pokemon, not Gengar.
Chandelure has a poor movepool beyond Shadow Ball/ Energy/ Fire Blast.
You've posted a bunch of particular Scarf sets, really all you need to say is any Choice Scarf pokemon with a super effective move, then list out the particular non-scarf mons.
No, because of Gengar's movepool means not just any scarf Pokemon can handle its Mega form. It can also hide behind a substitute and use Disable, so it's not entirely a good idea to scarf anything but Chandelure if you want to deal with Gengar, since it'll be stuck with Struggle if that happens.
Also, I don't really consider 2 scarf mons "a bunch".
Each legend in XY gets at least 3ivs.

Number 1 :

If you really want a hard-counter to Mega Gengar, go with Tyranitar. It pretty much traps Mega Gengar in with Pursuit and Focus blast fails to kill it if Tyranitar has an Assault Vest. Be sure to keep your Tyranitar healthy though, and only bring it in for a revenge kill.
Other than that any strong Pursuit user would easily eliminate Mega Gengar.

Number 2 :

The new ability Bulletproof make Chesnaught immune to almost all of Mega Gengar's moves and can easily proceed to to kill with an Earthquake.

Number 3 :

Ghost types can easily come in and out on Gengar now, and strong priority Shadow Sneaks can wipe it out. The best user might be Aegislash in OU and Giratina-O in Ubers. Sableye can unleash it's Prankster Thunder Wave and cripple Gengar for the entire match.

OK, I'm imagining that this is not a stally Mega-Gengar, otherwise you could just use your Bisharp. If it's an staller though, I've found quite an unorthodox and uncanny slap-in-the-face answer, which is:

Alakazam is faster than Gengar when they are both in normal form, and in Mega form, so there is no way he is out speeding you. Gengar do not tend to carry Sucker Punch, especially Mega one, because they generally out speed everything anyway, and because Mega Gengar is a special attacker and Sucker Punch is physical. Believe it or not, due to Gengar's Ghost / Poison typing, it's actually weak to psychic attacks, so a STAB psychic should finish it off in one hit.

Plus, you trace a really awesome ability, be it Levitate or Shadow Tag!
