Is feebas really that rare in Pokemon y or x?

I just received one on wonder trade, it has pokerus. I am wondering is he really rare?

Yeah, he's really rare. Considering you can't even get him in the game without PokeBank.

Also, PokeRus is not an indicator that a Pokemon is rare, but the trainer has PokeRus.
