Is there a gym leader that doesnt give you a TM after you beat them?

In Gold and Silver, Lt. Surge, Sabrina, Misty, Brock, Blaine, and Blue do not give you TMs when you beat them. The same thing happens in Crystal, except Misty, who now gives you a TM.

In ORAS, Wallace gives you HM05 Waterfall instead of a TM. He is the only Gym Leader to do so in any game.

Nah

All gym leaders are nice and not-selfish and give you a nice TM upon beating them.
You won't find any GL who doesn't even if you look through everything thoroughly. .3.
