Actually you receive Hitmonchan/Hitmonlee at Level 30 in Pokémon Red, Blue and Yellow... you receive them at Level 25 in Pokémon Fire Red and Leaf Green.

And in FireRed and LeafGreen, at some point of the game, you get the chance to receive either Hitmonlee or Hitmonchan in the Fighting Dojo in Saffron.
