How do you get onto Route 224?

I need to find a certain Pokemon but I can't get onto Route 224...
Please help!

Through east cave of Victory Road. You'll need Surf, Rock Smash, Strength, Rock Climb, Defog.
I'm not sure about Rock Smash and Strength.

route 224 in eastern Sinnoh. It is connected to Victory Road at its western end. While normally a dead end, the eastern end of the route can be extended onto Seabreak Path via Oak's Letter.

SO you must have a specific event that was a long time ago to catch Shaymin.
