About White Forest's NPCs in White?

I heard that rematchable NPCs in White Forest have some kind of point counter on them, and when it drops to zero, they disappear.
Does this drop occur before you reach to White Forest and if you play for too long, is there no NPC for you to battle when you first arrive the forest?

The drop occurs only after you have arrived in the White Forest.
Also, the only rematchable NPCs in White forest (not counting the treehollow) are two trainers who do triple battles in Pokemon White. The rest are found in Black City.
