Which ability is better on Jolteon?

Question

Jolteon has a hidden ability called Quick Feet which allows it to move faster with status problems, but it also has Volt Absorb. Which ability is better PvP?

Also, if possible can you give me a quick moveset for Jolteon too?

Volt absorb is better.

For a few reasons. One is that you are immune to electric attacks and regain 25% of your health if you get hit by an electric attack.

Other reasons being that Quick feet requires you to be statused(burned, poisoned etc.), and on top of that Jolteon is already really fast and has no need for that.
