Why can we never talk on our own in the games?

It is irritating seeing the "..." on the screen instead of choosing what you want to say!

Because Game Freak made it like that. Younger kids wanna play through the game catching Pokemon or battling people, not talking to your rival. Plus, it will save GF a lot of time not adding this in. There may be Yes/No questions, but that's it. Hope I helped!

The character does sometimes speak, but very, very rarely. In Red/Blue and the re-makes, you could go interact with the CopyCat Girl, where you (the character) would say "Hey little girl, do you like Pokemon?", where by namesake, she'll copy you, and you tell her to stop it :P.
