In Pokemon xy, there is a Judge in Kiloude City who will tell you the IVs of your Pokemon, but very shallowly. If they are perfect, he will mention the IV stat and say "it simply can't be beat".
However there are a few sites that support the checking of one's IVs.

This should help you calculate your IVs whilst breeding or anything else you would like to know about a certain Pokemon's IVs, as well as it being free of charge and very accurate.
