Who is the Champion on the Indigo Plateau in the Anime?

In the Games Blue is the Champion (Gen I and III), but in the Anime Blue's counterpart is Gary, and after he was defeated by Ash in the Johto League, he decided he didn't want to be a Pokémon Trainer anymore, and instead want to become a Pokémon Researcher like his Grandfather.

So who is the Champion?

Agatha in The Scheme Team
Lance in Talkin' 'Bout an Evolution (mentioned to be the Champion rather than a regular member of the Elite Four)

Ash has also met Koga in The Ninja Poké-Showdown, though merely as Fuchsia City's Gym Leader and not as an Elite Four member.
