I don't think Drasna is from Sinnoh but her Grandparents are.

It sounds as though her grandparents came to Kalos from Sinnoh and settled down there.

Theres no real way to prove this unless gamefreak actually confirms it. But it is pretty possible.

It seems quite likely. She refers to the legends of time and space, which are Dialga and Palkia.
She could also be referring to some Pokemon Gamefreak will make in the future.
