Do the enemy kingdoms in Pokemon Conquests attack or train?

I haven't noticed them doing anything.

Yes they do actually. Especially if you leave one of your kingdoms unguarded they decide to attack. But yes they do train and they do attack. You can notice them training when the game goes through the turn and scrolls over all the kingdoms until it gets to yours.

they train very slowly however o3o like say 20-50 power per turn I would say ( maybe more, but I need to see. Haven't played in awhile)
