I want to know if Noivern is a Pseudo Legendary and if there are any others in Gen 6.

No, Noivern is not a pseudo legendary. Far from it fact; it fails to meet all the criteria for pseudo legendaries, which is:

• must be in a three-stage evolution line
• 1,250,000 experience at level 100
• a base stat total of exactly 600, no more and no less

Kalos introduced only one pseudo legendary Pokemon, which is Goodra.
