Something weird with my Forretress?

Question

Well one of the last pokemon I need to ev train is a forretress its impish nature and its evs are
252 defence 252 special defence 4 attack

moveset :
sealth rock-set things up
toxic spikes-poison is allways good
rapid spin-to get rid of all the traps
explosion-last resort

so the problem is its special defence dosent seem to be max ev'd and I got the effort ribbon allready so whats up with my forretress ? here are its stats:

attack-69
defence-128
sp attack-37
sp defence-63
speed-35

Foretress has a really low Special Defense Stat, so even with all the EVs, its not that high. What pokemon did you train it on?
