Will Sleep Talk always go first with Prankster?

Question

This is only against normal speed priority moves.
Sleep Talk is listed as a 'status' move, so if I give a Sableye with Prankster Rest and Sleep talk, will I get that speed bonus?

Yes!!!

But only if the opponent does not use Priority with a faster Pokemon
