As you can see, none of these Pokémkon are especially bulky, although there are a few that could be usable for your strategy.
Mr. Mime has dismal HP, but a base Special Defense stat of 120, and has access to screens.
Gardevoir also has low HP, but has a decent Special Defense stat.
Liepard has pathetic defensive stats, but he does have access to Prankster, so it could be an option.
Alakazam has a decent base 95 Special Defense, and might actually be able to take hits with Guard Swap, but isn't really reliable.
Golduck has decent all round defensive stats, but not really impressive.
Most of the Pokémon are in lower tiers, so it would probably be hard to pull off the Encore + Torment strategy in OU and UU, but there are some options if you are going to play lower tiers, I can't see it being that effective though.
