Using Pokemon Bank before getting the national Dex?

Hi. is it possible to transfer Pokemon from past generations to X/Y that are not found in the game before getting the national Dex? For example, transferring a Meganium before getting the national Dex.

Yes, it is indeed possible.

Because PokeBank is an external software and is in fact independent of X/Y, you can access it the moment you reach your first Box (the one in the Pokemon centers).
But the Pokemon itself won't be registered in the pokedex. Somewhat like how the event Torchic didn't have any Pokedex entry prior National Dex.

You can get Pokebank at anytime

But I assume you mean when you can transfer?
After receiving the Pokedex in Aquacorde Town.
