Conkeldurr with a 140 Base Attack Stat.

You can obtain a Conkeldurr with Mach Punch by breeding a Female Timburr, Gurdurr or Conkeldurr with a Male Hitmonchan, Monferno or Infernape that knows the move Mach Punch. Once they have produced an Egg, walk around until the Egg hatches and it should hatch into a Timburr with Mach Punch as one of it's moves. Timburr evolves into Gurdurr starting at level 25, which evolves into Conkeldurr when traded.

Conkeldurr does. It has a base Attack of140, followed closely by Breloom with 130. But Conkeldurr also gets Iron Fist to boost Mach Punch, so it's easily the strongest user.
