I can't get Celebi in Pokemon Bank?

I recently bought poke bank and I've done the process over and over and I still can't get celebi... Was this a limited time only thing?

You can't get Celebi any more, as it was a limited time event that ended on September 30. You'll have to get it a different way, sorry.

Sorry, you can't ge celebi anymore.

The celebi event ended in September.
