Mega Latias/Latios in XY?

Question

How come Mega Latias/Latios were accessible by hack in XY, but are only available in ORAS (as of now), being how they were revealed for ORAS but no other ORAS Mega's were accessible like Mega Latias/ Latios were.

Emphasis on Hack

There could be a lot of answers to this and here they are:

1. There is a future x and y event
2. There was going to be a x and y event
3. It was meant to be gotten but was taken out of the game before release
4. To generate talk around the Pokecommunty to see peoples responses to it. (to see if people like it or not)
5. Lazy programming (like we haven't seen this before...)
