Could Farfetch'd reach 100% critical hit chance?

I've heard that stick adds 2+ to the crit chance and it gets Slash, which is 1+ and I believe at +3 we reach a 100%. Could Farfetch'd use this strategy?

Yes it can.

Just make it hold it's favourite Stick, and use a move with an increased critical hit chance (Night Slash, Air Cutter, Slash and so on).
